Proposed Flag Raising Ordinance in Utica The City of Utica Common Council is reviewing Section 2-18-2, a proposed ordinance to regulate flag raisings and monument installations. Requests must be submitted to the city clerk four weeks in advance and meet city standards. The ordinance ensures non-discriminatory practices and specifies that only approved flags—such as those of the city, state, or recognized holidays—can be raised, unless part of an official event. The Common Council holds the authority to approve which flags are displayed, ensuring that public expressions reflect both tradition and community diversity.
